Child Care Specialist/Registration

Status: Part time (60%, 21 hours), non-exempt
Starting salary: $18,000 plus $3000 in cash or benefit program

Responsible to: Director of Child Care Resource and Referral

Qualifications: Bachelor’s degree in Child Development, Early Childhood Education, or related field of education plus two years of experience of progressively responsible work in a related field. Must also have proven ability to work with persons of varying socio-economic and cultural backgrounds; demonstrated skills in critical observation, interpersonal relationships, and written and oral communication; ability to keep detailed records and statistics; computer literacy; reliable vehicle, valid driver’s license and ability to travel within Tompkins County and neighboring areas; ability to work cooperatively with team members as well as independently with minimal supervision; knowledge of child care and community resources.


I. Register child care providers using the NY State registration/inspection process.
A. Respond to inquiries from potential providers about child care and regulations.
B. Process initial and renewal applications for registration with strict timeframes for completion.
C. Maintain confidential files and information.
D. Perform inspections of Family Day Care (FDC) homes and/or School Age Child Care (SACC) Programs according to the Office of Children and Family Services (OCFS) regulations and guidelines.
E. Communicate with Tompkins County Department of Social Services (DSS), New York State Office of Children and Family Services (OCFS) and Child Development Council (CDC) staff about the supply of child care.
II. Respond to child care complaints in accordance with OCFS guidelines.
A. Complete on-site investigations.
B. Gather any necessary information relating to the complaint through visits, interviews, and/or collaboration with other agencies.
C. Work with providers to develop a corrective plan of action if violations are identified and identify resources and support for non-regulatory programmatic improvements.

III. Provide technical assistance to child care providers and the community.
A. Provide information and assistance on Health and Safety Grants, Quality Improvement Grants, and the Child and Adult Care Food Program (CACFP).

B. Deliver resources such as children’s books, child development videos and books, workshop information, and health and safety equipment.
C. Respond to inquiries relating to child care; research and provide resources to experienced providers and community members or groups.
D. Present information to groups, classes, etc., as appropriate, with knowledge of supervisor. Additional time and responsibilities may be added to conduct training workshops for child care providers.

IV. Information Management
A. Maintain records and statistics as needed and/or required.
B. Maintain proficiency with the Child Care Facility System (CCFS).
C. Maintain accurate and timely case notes and any other necessary or required data.

V. Other Duties
A. Attend scheduled meetings of Council staff, teams, board and other agencies as directed.
B. Increase the supply of quality child care by working with staff to design and implement recruitment publicity, focusing on areas of greatest needs.
C. Attend appropriate trainings related to professional development.
D. Maintain reliable transportation and a valid driver’s license.
E. Perform other reasonably related tasks, both at the Council and in the community, as assigned by supervisor.
