Child Care Specialist/Registration
Child Development Council, Tompkins Office
Full time (35 hours), non-exempt
Responsible to: Director of Child Care Resource and Referral
Qualifications: Bachelor’s degree in Child Development, Early Childhood Education, or related field plus two years of experience of progressively responsible work in a related field. Must also have proven ability to work with persons of varying socio-economic and cultural backgrounds; demonstrated skills in critical observation, interpersonal relationships, and written and oral communication; ability to keep detailed records and statistics; computer literacy; reliable vehicle, valid driver’s license and ability to travel within Tompkins County and neighboring areas; ability to work cooperatively with team members as well as independently with minimal supervision; knowledge of child care and community resources.
Responsibilities:
- Enroll legally-exempt child care providers in accordance with the policies and procedures as required by NYS Office of Children and Family Services (OCFS) and the Department of Social Services (DSS).
- Receive and review enrollment materials following guidelines and timeframes.
- Conduct inspections of legally exempt programs in accordance with OCFS guidelines and requirements.
- Visit programs for monitoring compliance with the enrollment requirements and for quality improvement.
- Work with partner organizations to ensure that all appropriate background checks have been conducted.
- Work with providers to develop a corrective plan of action if violations are identified and identify resources and support for non-regulatory programmatic improvements
- Register child care providers using the NY State registration/inspection process.

- Respond to inquiries from potential providers about child care and regulations.
- Process initial and renewal applications for registration with strict timeframes for completion.
- Perform inspections of Family Day Care (FDC) homes and/or School Age Child Care (SACC) Programs according to the Office of Children and Family Services (OCFS) regulations and guidelines.
- Respond to child care complaints in accordance with OCFS guidelines. Gather any necessary information relating to the complaint through visits, interviews, and/or collaboration with other agencies.
- Work with providers to develop a corrective plan of action if violations are identified and identify resources and support for non-regulatory programmatic improvements
- Provide technical assistance to child care providers, parents and the community.

- Deliver resources such as child development information, training information, and health and safety equipment.
- Respond to inquiries relating to child care; research and provide resources to experienced providers and community members or groups.
- Present information to groups, classes, etc. as appropriate, with knowledge of supervisor.

- Maintain Confidentiality.
- Maintain records and statistics as needed and/or required.
- Maintain proficiency with the Child Care Facility System (CCFS).
- Maintain accurate and timely case notes and any other necessary or required data.
- Other Duties
- Attend scheduled meetings of Council staff, teams, board and other agencies as directed.
- Attend appropriate trainings related to professional development.
- Maintain reliable transportation and a valid driver’s license. It is the obligation of each employee to notify the agency of any incidents that could result in the loss of your license or insurance; or affect the agency’s ability to cover you on the agency’s insurance policy.
- Perform other reasonably related tasks, both at the Council and in the community, as assigned by supervisor.
Starting Salary Range: $30,000-$34,000, plus $5,000 in cafeteria benefits.
